My song offline limit seems to be a little over 3,000, not 10,000 why??

I heard that there is a 10,000 song limit for offline playlists, that seems fair, that's a lot of songs. But mine seems to be only around 3,000, I have about 3,400 (it's an estimate) songs and if I try to download a song past that it won't download it goes to "my music" but just sits there with the grey circled arrow doing nothing, and when I remove a song, it downloads, my iPod has a lot of space. Is there a way I can fix this?

The limit is actually broken up between three devices; so, you can download up to 3,333 songs on each of those three devices, but not 10,000 all in one place.
