Not getting green arrow for offline play

I have enabled "available off line" on my phone for a particular play list. I don't have much room on my iPhone, but I want this one short play list available off line to play in the car. Green button enabled on iPhone. But it's not downloading to my phone, no green arrows.

I get the "Song not Synced message". I then go to "Learn More" and it tells me to connect to wifi, yes, launch spotify, yes, mark playlist for offline sync yes, watch as your song magically appears on your iphone. No. It doesn't come. Have waited a while in case delay, but nothing. What have I not done right?

You need at least 500MB - 1GB of free storage space before Spotify will try and sync anything.
