Not letting me buy premium

I am trying to buy premium on my iPhone and when I go into account there is no option to buy premium then when I use all my skips and the message pops up that says to skip I need premium and when I click to buy premium the message goes away and nothing happens. I know it doesn't have to do with my network because I've tried it with different wifi networks and without wifi

I'm sorry to hear that you're having trouble buying a Premium subscription for Spotify using the iOS app. Your phone might be trying to initiate an in-app purchase for Spotify since Spotify offer the ability to be billed each month through iTunes. Have you turned off in-app purchases? Check out these instructions to find out how to disable in-app purchases. On the same screen where you disable them, you can also turn them back on: https://support.apple.com/en-gb/HT204396

If that doesn't work, how about getting a Premium subscription on your computer through Spotify.com? You can find out more about Premium and even upgrade at https://www.spotify.com/account/subscription/ - simply log in with the credentials you used to log in to the Community and then follow the instructions. Once you've got a confirmation, your service should start fairly quickly. If you're unable to access Premium perks on the app right away, it might be worth logging out on the app, turning your device off and on again, and then signing back in. Once you've done that, you can start listening to your jam without ads, with unlimited skips and offline too.
