Offline songs won't play when in another country?

Hello,

 I am a premium user, living in Canada. I visited the US for two days and was unable to play any of my music which has been saved for offline access....   What gives?    I don't have a roaming plan, so I can't turn my cellular data on while in the US. I pay $0.75 per text message sent OR received, among other astronimical fees, so it's out of the question.

 I have these songs saved to access them while offline... so why couldn't I play them while in the US? I pay for the premium service for the sole purpose of the offline mode. Do I have to have my data/cellular on even to acces the offline content? This would defeat the purpose.

I have the same problem. I am a U.S. premium mamber and I can't play downloaded music when I am in Canada.

Someone please respond.
