Playlist won't save offline on my iTouch 5th gen, that saved on my desktop app.

I have a playlist that has about 480 songs, all of which were able to save offline on spotify for my desktop. On my iPod Touch only a handful are saved offline. Also when I try to save anything offline now at the top it is saying "Waiting to download" and can't figure out what its waiting on, I've tried turning off "Available Offline" on all my playlist yet still when I turn it back on I still get "Waiting to dowload"
