Spotify premium for IPad

I want to get Spotify Premium but it is not available... I've looked in the whole app (even in Account) and it doesn't let me buy it... can someone help me with this issue?

Actually Jacob I can't pay here because I don't have a credit/debit card currently, I'm using someone else's Apple ID... can't this problem be solved by the App?
