Syncing local files stopped....getting 'Waiting to Download' msg

I was syncing local files from my PC to my IPad. I've downloaded maybe 10 or 15 playlists with about 20-30 songs per. I have about 8 more to go. But now I am getting 'waiting to download' error msgs. I can download an audio book (on another app) just fine. Why is this happening all of a sudden. I have powered off and on a couple of times. Nothing works.

is your pc running while doing this? does your ipad have enough space on its storage?

Yes to both. I figured out a workaround. I create the playlists on my PC
and turn ln the download link in PC and IPad. Then, I power pff the IPAD a
d turn it back on. For some reason, that worked. I didn't have to do it for
the first couple of playlists, but, after much teeth gnashing, at least I
figured out a workaround.
