Syncing songs through personal hotspot

So I saw this as a method for workaround around the idiotic requirement to use WiFi (I am not buying an expensive router just to sync a bunch of songs) for syncing songs. I enabled the hotspot and then connected the phone to the computer through an USB, the connection showed up. I even disabled the normal connection and the internet on the computer worked from my phone, so it was on the same network, yet the songs weren't syncing & the iPhone didn't show up as a device in the computer app.

What to do?

I am seriously reconsidering the idea to subscribe to Premium because of this, ridicilous design flaw to not allow syncing over USB like with iPod.
