Won't sync on my iPhone 4s or PC

Hello,

So the other day my wife got an iPhone 5s and we didn't need spotify on the iPod anymore so I went in and disabled offline access for it and when trying to resync my iPhone 4s every playlist synced just fine until I got to my main playlist, my main playlist has 322 songs and it got to about 60 or so songs left to sync and then just stopped, I have plenty of space on my phone, I've tried deleting the app and redownloading it, I've tried restarting my phone, I've tried logging out and logging back in, I've tried logging out restarting my phone logging back in, I've tried just about ever step I could find and think off and nothing so far as worked. Then on my desktop whenever I try to sync any playlist I get exclamation points that aren't explained and a message saying spotify could not complete this action try again later or I hit the switch to set it avaible in offline mode and it just switches back without me clicking it again, any help would be apperciated
