Why were so many bosnian/serbian songs removed all of a sudden?

Can't Play Local Files in iOS 11

Whenever I try to play local files/songs downloaded from outside of Spotify, nothing will play. Everything else plays music normally. I've tried re-installing the app, but nothing has changed.
