downloaded data does not play if I lose mobile data signal

I have downloaded content on my iPhone. Playing that content becomes intermittent if I have no mobile signal. It seems as if the app is searching for a mobile signal and then stopping playback if it cannot find one.

Why does the app try to connect to the Internet if I’m listening to downloaded content?

Switching to and from offline mode is inconvenient.
