Local files no longer syncing to my new android phone. Can somebody please help?

This was not an issue on my old android. 2 weeks ago I purchased a Samsung Galaxy Grand Prime phone. My old phone had maybe 30 local files in my playlist. I am a premium member and ever since I got the new android and downloaded spotify and logged in in the mobile app the songs show up, but of course they are greyed out. I am connected to the same WiFi which always worked like a charm. I have opened them both together at the same time on mobile and desktop and tried switching back and forth by playing through both devices and even the feature on mobile where I can use my mobile app as a remote almost to control what plays on the desktop version. 

 

Long story short this hadn't happned to me and I don't know if this is just a new phone issue or if this is an ongoing bug with Android users? I have noticed some people posting the same issues on here. When I open desktop and mobile at the same time and click the available offline tag it downloads, but just skips right over my local files. I even made a new spotify playlist on the desktop app and put 5 local files in there and hit download on the mobile app and it did not download them at all.

 

What should I do or what am I dong wrong? Or is this just an ongoing bug with the spotify updates?
