Local files not syncing to iPhone

my issue

I am trying to sync local file songs from my computer to my iPhone. i try pressing the download button on my phone, it says the playlist is downloaded but there's no download icon beside the song, and it's greyed out and I cannot play it.

- I updated my iPhone to the latest iOS

- there are no updates for my computer (windows 10)

- I have done the "allow an app through.." thing with spotify.exe

- I have logged out and in of my account on both devices

- I have tried on a hot spot I created with my phone

- I have connected the two devices with a USB cable

- I have deleted and reinstalled the app on my iphone

- I have tried removing the local file on my computer and readding it

- the other person on the duo subscription does not have any local files

- i only have one local file I'm trying to sync to my phone

 

any help would be greatly appreciated as this is extremely frustrating.
