As is mentioned in this support article, you can use your same email address to create a new Spotify account, but only after 14 days have passed since the date that you closed your old Spotify account.

If it’s been less than 14 days since you closed your old account, you’ll need to wait the remainder of time to be able to use the same email address to create a new Spotify account.
