2-Can I share music with people that are on FB, but not in my FB friends list?

Yes you can, there are two ways of doing it:

For people who don't have Facebook, you can search for their profile and follow them just like everyone else providing you know their Spotify username. Just search for "spotify:user:USERNAME" in the main desktop search box with USERNAME replaced with their Spotify username. Once you have done that, follow them and you can then share tracks or playlists using the share boxes. 

For people you are not friends with on Facebook, you can use the same method as above to locate them, but be aware that their Spotify username will not be their Facebook name, and if they created their Spotify account using Facebook their Spotify username will be a number. You can always share playlists externally to Spotify by right clicking on the playlist name, selecting "Copy HTTP link" and then sending it to some outside of Spotify.
