By saying that you're not able to listen to your downloaded songs you got us thinking that you might be logged in another account.

Can you please double check that you're logged in on the account you paid Premium for? In order to do that - head to your account page scroll down to Your plan and you should see Premium there. If that's not what you're seeing - it's possible that you have 2 accounts with us. Check out these steps to see what you can do to locate your second account. 

On another note, you might have not successfully downloaded those songs and that might be the reason for them not playing. Would you mind checking this article, where you'll find more information about downloading playlists for Offline listening?
