Android TV App , Playlist with local files

My Question or Issue

I'm using the Spotify for Android TV. On the desktop I created a playlist and added to local songs to it. I clicked to set the playlist for download, both devices are on the same network . The songs play on the desktop version.  When I go into the Android TV app, I see the playlist and click on it. At the top it shows that there are 2 songs. But below, it says the playlist is empty. I've found the solution posts for issues regarding local files on Android and I think I've followed all of the suggestions listed. To no avail.  Any other suggestions?  Why does Spotify make local files so complicated.
