Android free offline for Starred playlist

A little confused. I was under the impression that on an Android phone with a free account, I could download the Starred playlist for Offline listening, ableit in Shuffle mode.   When I first installed the app, music appeared to be downloading to my SD card but now it just says "Waiting to Download" when I'm on the Starred playlist screen.  If I disable 4g, the tracks won't play and it says "No Internet connection." This tells me that none of the tracks are downloaded to my SD card.

Also, in the desktop app, under my Device menu, Starred playlist says "Local files only."

There is 20gb available on SD card. I've tried clearing cache and resyncing desktop app with phone app.
