No, you're not able to sync music from your phone to your computer. Only the other way around.

If you'd like to find more info on how to sync your Local Files from your desktop device to your mobile, we'd recommend checking out this support site article. 

Keep in mind that adding Saved Songs should sync across all your devices automatically. If you're having troubles with that, we'd suggest double-checking that you're logged in the same account on your devices. You can also find more info about Your Library here.

On another note, it's also not possible to choose tracks or playlists to download from a different device. If you'd like to have for example a playlist available for offline use on your mobile device, you'll need to do so from the Spotify app on your mobile. You can find more details on how to download music and podcasts here.
