My Question or Issue

 This is a problem both on Android and on Desktop. When attempting to download a song, rather than actually downloading it just says "Waiting to Download" on Android, and "Waiting" on Desktop. I have 'download using cellular' turned on. I've already tried logging out, but it does nothing.

Check in your app settings if download using celluar is on.

As I said, 'Download Using Cellular' is turned on.

Are you able to listen to the songs on your desktop? If so I suggest you create a hotspot connection with your phone, connect your computer to that and try to download/sync again.

If your music or podcasts won’t download, we'd first suggest checking the troubleshooting steps in this support site article, under the section "Music not Downloading".

 

On another note, we can see on your screenshot that you're connected via WiFi. If the steps above don't do the trick, we'd recommend trying over a different connection, like @AeroZ suggested for example. If it works with no issues with another connection, we recommend contacting the service provider of the original network for more information.
