Can't skip through the song - resets to the beginning

I can't skip through the song - like, from 0:00 to 1:25 for example, when I want to do that the song returns to the beginning. The strange this is that I can do this in songs from Spotify base (from official artists I mean) but I can't in the songs downloaded and added by me. I tried resetting my phone and it didn't work.

I'm having the same issue right now. Only songs downloaded from my local library are effected. I went so far as to delete it all off of my phone and uninstall Spotify. That did not help. This is only on my Galaxy S8+. Everything is working fine on my PC. 

Edit: I should add that I can fast forward tracks playing on my PC from my phone, but as soon as I change playback over to my phone, the track restarts from 0:00.

Started happening to me after last update. So far no fix nor any kind of acknoledgment.
