can't forward or rewind on a song?

I believe the word is track? Where you can press on the timeline of the song and skip to that point.

I had a local file that I turned into a playlist and downloaded offline on my phone. The songs play fine but I can't click on the timeline or else it will restart the song. 

What can I do? Thanks!

Literally have the exact same issue as you do. Either it's a bug that needs fixing or Spotify is really becoming the next "Apple Music" where you MUST use their songs only.
