Cannot download playlists OR sync via wi-fi

I am on my parents' wifi network.  I have both my computer and phone connected.  The spotify client on the pc will not recognize the phone (Samsung Galaxy running an old version of Android), nor will the phone download the playlist.  I get an unknown synching error.  I have searched through all the questions and answers and found nothing that works.  I repeat, they are on the same network already, so that it not the issue.  I've disabled firewalls.  I can't mess with the router at all, that's the only thing I haven't done.

I have the same issue running Android 4.2.1 on my Nexus 4. These problems came up a few days ago. I tried uninstallting and installing the Android app without a solution...
