Welcome to the Spotify Community and thanks for reaching out about this here.

 

It'd be great for you to read this support site article and follow the relevant steps listed in it to see whether Spotify works properly as a result.

 

Furthermore, although you already tried reinstalling the app, if the steps in the above-suggested article don't do the trick it'd be good to perform a clean reinstall in order to start with a brand-new version of Spotify and see whether the playback issues you've experienced are gone as a result.

Still wont work. Even when the music is downloaded. It just says 'cannot
queue this content'.
