Disable Snapping to Top of Screen when Scrolling in Home

My Question or Issue

When I scroll in the Home page, I noticed that it will gently "snap" the content so that the top of a gallery will line up with the top of the screen. THis is really annoying  as I usually scroll so that things are in the middle of the screen before I tap them. THe way it is currently, I have to reach to tap elements that are now snapped to the top of the screen, or let them be partially cut off at the bottom of the screen.
