Equaliser apps not working

For some reason, neither android music fx or equalizer app are working.
Using a Samsung s4. Tried adapt sound setting with music unchecked, reinstalling equalizer, to no avail.
When you set it to android equaliser, you can play with the equaliser sliders, but the sound doesn't change. On the equalizer app, the screen is greyed out and it says presets are disabled

If the EQ inside Spotify is disabled then it has detected you have another EQ active on the device. Therefore I'm afraid I would have to point the finger at outside of Spotify.
