How to play local files on my Android device

I can play local files on my PC, but i have no idea how to add them on adroid device? My pc is connected wired, but everytime i try to play the playlist, it wont play. but it works on my PC.

First of all, you need to be Premium, if you are Premium, just follow the steps detailed here for your Android device.

I do have premium  and this my device is still greyed out, not syncing. Does my PC needs to be connected on Wirelessly? because my PC is connected wired. I looked around for guides but nothing worked :c, still greyed out and it keeps saying "Waiting to download"

It turns out that my AV's firewall is blocking spotify.
