All the songs are in a playlist but still I am not able to download

Is this on all devices or only on specific one(s)?
What is the exact behaviour? Does the download never start? Does it never complete? Are the songs greyed out after download?
When did this start happening?
Do the songs play normally otherwise?
Screenshots or a video of the behaviour
