I want to REARRANGE TRACKS INSIDE PLAYLIST on Android

I'm just not understanding WHY I CANNOT PUT MY MUSIC IN A SPECIFIC ORDER MYSELF. All I do list to music on this app. I use this app on my DESKTOP, my PS4, but 80 PERCENT of the time on MY SAMSUNG. I do the radio, the albums, recommeded stations and playlists. But EVERY ONCE IN A WHILE I add songs to a playlist myself. Only to find out I CAN'T REARRANGE THEM LATER! LIKE WHYYYYYY?!? Premium is 10 bucks. If not offered to all members, why not paying members? If I'm missing this feature already, can some one point me in the right direction. PLEASE AND THANK YOU!

Right now this feature is only available in the desktop and iOS app.
