Local Files "Waiting to download"

I recently upgraded my phone to a Galaxy S6, and when I went to sync my Spotify app with my Local Files on my PC, none of them were able to sync with my phone, this after making all my Playlists available offline.  For some of the playlists I have that consist entirely of Local Files, it just says "Waiting to download" and nothing happens.  Uninstall/re-install of Spotify app, and re-configuration of Local Files on my PC have already been tried.

I think I've got a solution for this - it seems to be because Spotify has a limit of offline tracks (in the Ts & Cs it says it's limited to 3333 tracks).

I had loads of albums saved offline and deleting 5-10 seemed to then kick off the download process for the others I had queued
