Local files won't load on android app

My Question or Issue

I've added local files to a playlist on my desktop Spotify and I'm able to listen to them no problem.  However, when I try to play the songs on the android app, they are still greyed out.  When I turn on the download toggle, I just get a message that says "Waiting to download" but nothing happens.  Both devices are attached to the same wifi and logged into the same account.
