Music Briefly Stopping and Resuming ~9 Seconds

My Question or Issue

About a couple months ago I started to have issues with my phone stopping music around the ninth second of each song, but it was usually due to messed up wifi connection. 
More recently, though, I have started to expirience the nine second brief pause no matter what, and this is even with trying to reinstall the app and clearing cache. I also have been exipirencing this on my Chromebook's Webplayer- and I have tried to do simliar problem solving with that as well. (Turning off energy saving, clearing cache, etc.)

Does anyone have anyother suggestions because I am tired of this, to be frank.
