No easy way to shuffle downloaded library

My Question or Issue

Since the new lay out changed earlier this year I have no way to see all my downloaded music in on place and no way to easily shuffle my library (offline music) lots of other users with other operating systems don't seam to have this issue. I assumed it was an error and would be fixed but hasn't. It's really really annoying.
