Now playing notification not being recreated after swiping away

I'm not exactly sure when this problem started.

Device: Pixel XL

Issue: sometimes spotify will not re-create the notification that it is playing music after the notification has been previously swiped away after pausing a song.

How to resolve it (temporarily): To fix it, I have to close spotify (swipe it away) on my phone and restart it. 

How to reproduce: If I have a song on spotify playing, with the notification open, I can pause it, and swipe it away. When I go to play another song, it will not bring that notification back.

I've found that clearing the app cache will fix it for one "session" of the app being open. As soon as I close the app and reopen it, the issue is back.

This is especially annoying when I try to listen in my truck via bluetooth. The screen will not show the correct song information.
