Offline playlist synronization greyed out on server songs one only 1 device

Need some advice here. I have a Note 4 and several songs in the playlists that were imported from an import of my iTunes playlists are greyed out. The interesting part is they are all available in Sonos as well as a Samsung tablet that I have. 

So on the tablet I can offline the entire playlist but on the note 4 it wont work. I can download offline Spotify created palylists just fine on the note 4. The user created playlists (my playlists) that have the issue.

What I have tried:

Deleting all devices from my account and starting over

I have uninstalled and reinstalled the app (including making sure all directories were removed on the device)

I have 32 gig of free space on the mem card and the app is placing the other offline songs there

I am using exterme quality for the download but I have tried all three settings

I assume it is device specific and want to know if there is something I am missing that I have not tried yet.

Device is running KitKat 4.4.4 (not rooted)

I am a premium user

Any help would be greatly appreciated. Thanks in advance.

Can you give some examples of the tracks? What country are you in?

Do you know if these tracks are ones stored locally on your PC?
