Hi I'm using spotify on my Samsung device it was working fine ( Downloading ) I never encoutred this kind of problem .
My 4G Is On I Can Access the playlist online
My Download Settings are on ( Cellular Download Option is on )
But yet it won't download it keeps telling me to activate " Download using cellular " which is already activated
I Reinstalled spotify , I cleared the files and cache still not working

That's a bit weird, but Spotify has these steps where you can check out to help you download sync your songs. Worth a try though 🙂

I would recommend to connect via WIFI instead to make the syncing faster than connected to 4G. Just my two cents.
I have more than 3 GB free space
My device is not on sleep mode and it has internet connection on it 24/7
and I didn't even pass a 300 songs 😛
problem is that it doesn't start sync at all
You may have to go to the Spotify app, then go to settings, then look for the switch labeled "Download Using Cellular". Also check that your device and network allow downloads from Spotify.

I see then. Since you have already activated the Download using cellular option, you may want to try reinstalling the app and start anew.

already did that ... still nothing I even tried to change from phone memory to SD Card still nothing
Could you these steps?
1. Log out on your Spotify app.
2. Turn off and on your device.
3. Log in to your Spotify accoun on the app.
4. Try syncing again.
5. If it didn't work, you may need to reinstall the app.
6. If reinstalling didn't do the trick, try connecting to any available WIFI hotspots.
I tried all steps except the Wi-Fi As soon as I try i'll post reply

Update : I Managed To Download Some Songs By Playing Them For Like 5-10 sec each
Not all the songs were downloaded But When I Put Spotify to Offline mod they work which sounds weird
If you're using a dual sim phone, try swapping the sim locations - I've seen a post which indicated this works when you only have data access on one of the sims. Otherwise, contact Spotify as already suggested.
