Spotify Offline Issues on New Android Samsung 5

Hello, I got a new phone for my spotify account. I've already removed the devices from my account to start fresh, but the message "You already have 3 devices synced up, therefore this device will be removed" keeps popping up and desyncs my playlists.  This gets very frustrating since I am a premium user, but am not being able to enjoy the features of offline mode when driving and what not.  What is the issue?

If you've already removed then from your account is suggest you contact support for them to check. A link to the form can be found in my signature.
