Spotify won't close on my phone [only when I force close it]

My Spotify app won't close since about 1 month ago. I am driving on the same android version CM 13 on my Xiaomi Redmi Note 3 Pro.
The app won't close when I press the back button several times.
It won't close when I swipe it away from the recently used app view.
Also I don't see a a mini player in the notification view to skip songs etc.
The app also does not care if I open a different media like a YouTube video. Spotify uses to stop playing music when I opened YouTube or Twitch.tv etc.

I wiped data and cache, I reinstalled CM 13, I uninstalled Spotify, I tried a beta version.
Nothing helps.

Edit: When Spotify is jn the "not closing mode" my Internet gets almost unusable. I can't download things from the play store and websites load painfully slow. As soon as I force close Spotify everything works again.

I have this same issue right now, years later! Did you ever find a fix?
