There is a problem with skipping musics

When I click my headphones' skipper Spotify sometimes does not respond does not change music. Sometimes replays again same music.

Hey, I think I have the same problem.

When I am in the tube and try to change a song with my bluetooth controls sometimes it works, sometimes it won't.

I did find out that when it doesn't work, my phone thinks it is connected to a network but it actually has no internet. My suspicion is that for bluetooth controls there is a check in the code to see if the device is connected to the internet and if that returns true a call is made to a server and only then the song is skipped (bluetooth control). In my case the change of song (bluetooth control) hangs around until the device is actually connected to a network. When the device is not connected to a network that whole process is skipped and the bluetooth control works as expected.

For an example, I live in London. Today I was in the tube I tried to skip a song, that didn't work. I checked my phone and it thought I am connected to WiFi, I was already in the tunnel and I knew that I have no network. I unlocked my phone and skipped the song manually. At the next station, my device re-connected to the WiFi automatically and the current playing song was automatically skipped.

Not only unskipped. It even does not stop music sometimes. But your problem may be Bluetooth sync I think.
