'Waiting to Download' - Playlists stopped downloading - ONEPLUS3T

'Waiting to Download' - Playlists stopped downloading - ONEPLUS3T

For the last couple of days, I've been unable to download Playlists, over WIFI, to my ONEPLUS3T and just get the message 'Waiting to Download'. I left the 'download' running over night and saw, in the morning, 'Downloading  1 out of 262 (0%complete)'

Since the issue started, I've cleared the App's cache, Uninstalled and re-installed the app. I've repeated this step 5 times, at least.

The phone has over 20GB's of free space avaliable.

I've uninstalled and re-installed the app on my W10 PC.

I have attempted to download my own playlists and those created by Spotify (no connection to me and my hardward so 'fresh' data - no chance of things being cached) with the same result - 'Waiting to Download'

I've opened 'Spotify.exe' within Windows Firewall. I've completely turned off Windows Firewall. All with the same result 'Waiting to Download'

When checking my account on - https://www.spotify.com/us/account/overview - under the 'offline devices' section, I  see 2 instances of my ' AndroidPhone' even though I've only used the App on one phone.

App version - 8.4.21.508

Account type - 'Spotify Premium'

Android Verion - 7.1.1

Phone OS - OxygenOS version 4.5.0

Phone Model - ONEPLUS A3003

Screenshot of a 'test'* playlist showing the 'Waiting to Download' massage.

*this playlist was created by copying the songs in the new 'Your Time Capsule' to a new playlist, in the PC App, and then attempting to download that new playlist to my Phone.

Any help, advice, ideas greatly received.
