I cant play downloaded music offline

I can not play downloaded music when im offline. Songs appear as donwloaded with the green icon, but reproduction does not start.

App keeps downloading songs without wifi

I don't have download over cellular enabled on my app but yet every time I open spotify when I'm not connected to Wi-Fi it still updates all of my playlists. I don't have the data to support this. What can I do?
