Hi, and welcome to the community!

Are these offline tracks (i.e. .mp3 files which you have on your PC and you have imported to Spotify?

If they are; make sure that your S3 is connected to the same wifi network as your computer (and isn't in offline mode+is in foreground). It should show up in the devices section of Spotify desktop. Then you can enable offline mode on the playlist with the tracks in on your S3 and they should sync.
