For local songs to sync to other devices, you need to ensure that your devices are on the same Wifi network, and the song(s) you want to sync have the "Download" option toggled to ON.

I'm also having this issue, but the solution listed doesn't correct the problem. The Playlist is set to download on both my pc and my phone. They are on the same WiFi.
I have deleted and reinstalled the Spotify app on both devices. I've tried logging in and back out. I can see that the songs have transferred to my phone, because I'm able to open them in Google Music, just not in Spotify. Any better solutions than what's listed?

Any issues are normally down to communication so here's a list of things to check if local files won't download.

  • Your PC and mobile must be connected to the same Network/SSID and spotify should be running on your PC.
  • In your router settings, check that UPnP (Universal Plug and Play) is enabled.
  • Make sure that Windows shows your network as private and not public.
  • Set exceptions for spotify in any firewall or internet security programme. If you are unsure how to do this, temporarily disable them.
  • Check that you haven't already hit the limit of 3,333 downloads per device or 9,999 downloads across all devices.
  • If you are using a wifi network outside of your home, there is every chance that the protocols used by spotify for downloading are blocked.

If you still can't make it work, you can create a mobile hotspot on your mobile and connect your PC to this hotspot via wifi. Syncing the local files should then work.

Tried everything here and no change. It's only specific songs as well. 80% of my Playlist updates perfectly fine.

Could it be that the songs which won't download are subject to DRM or in a format which Spotify can't handle? (Spotify supports .mp3, .mp4, and .m4p files. It doesn’t support .mp4 files that contain video.)
