I have tried every link and description on how to remove an old device but none of them seem to work; it's either error report or just does not exist. I cannot download offline on my new device, it says device limit reached. I cannot remove downloads from my old device because it is broken and I can't even get into the device to erase the downloads. Someone please help.

Thanks for reaching out about this here in the Community.
We can confirm that if you don't go online at least once in 30 days on a specific device, your downloads will be removed automatically. Since you don't have access to your old phone anymore, you can just wait for the 30 days to pass.
Or if you prefer, you can reach out directly to our Support team through any of these channels so they can further assist you with this.

I am using 2 devices for downloads currently (my Apple Watch and iPhone).
Spotify says I’ve reached my device limit for offline downloads though. Is someone using my account? I’ve removed access from web player and something called just Spotify and left my tinder app integration.
But there were no options to remove my devices I’ve listed above for example.

We hope you don't mind us moving your post, as it fits better here in this thread.
Just to clarify. keep in mind that you can download as many as 10,000 songs on each of up to 5 different devices. If you have access to your previous devices in which you opened your account, you can remove the downloads by starting Spotify on the device which no longer needs the downloaded content and use the Remove all downloads button by going to Settings> Storage.
If perhaps you don't have access to your previous devices anymore (or you're not sure what devices you downloaded music before), you can also contact our Customer Support team, so they can help you to remove the offline devices from your account as well. You can find out how to contact them here.
On another note, we'd suggest you access your account page and there you can sign out everywhere, using the button you'll find by scrolling to the bottom of the Account Overview page. This will log you out of all the devices your account is opened into.
Lastly, we'd like to share with you this idea, namely Bring Back the Offline Devices List page posted by another user on our Ideas board. Even though the status is set as Not right now, it doesn't mean the idea has been rejected. We’d suggest adding your vote in the Thump up icon and subscribing to the idea to get notified as soon as we have any updates to share of this feature on Android.
