I am not 100% sure if you are asking about how to add local music files in place of missing music on the Spotify service? https://support.spotify.com/using_spotify/playlists/listen-to-local-files/
Or asking how to get missing content added to the Spotify streaming service? All music added to the Spotify service is up to the artist, labels and/or music media providers to be on the Spotify service.
I agree with charliepank, my question is about your second option. There are some albums missing from artists that are on spotify where the album got released on the internet and can be streamed there, and are free to listen to/stream and sometimes download. I believe that some of these albums are/were 'passion projects' and were not sold in any stores. Such as, All Day by Girl Talk or Daft Science by Coins. It would be really great if these could somehow also be streamed through Spotify along with the other albums these artists have created. How can we (subscribers) get some of these albums added if they weren't released on a label, which is listed as part of who needs to give permission stated below?

Is it possible that some albums by an artist have been missed and need to be added to the library?
Not that I can see as most music labels, even indie labels add content to the Spotify service every week, at least from my experience using the Spotify service. Past content by artists does arrive eventually, but it is up to the labels and music media providers to add it and make the content available on the Spotify service.
Spotify wants all the world's music, and they're working hard on making this happen for you. However sometimes agreements can’t be reached with the artist or label or a change may happen in music ownership.
Spotify adds thousands of albums and artists are added every day. If you can’t find an artist you’re looking for, they may appear (or reappear) soon. In the meantime, feel free to contact the artist or their label to ask when they plan to be on Spotify.

Have only recently joined Spotify and I am enjoying the service immencely. I was disappointed though when I discovered that the CD. 'Tracker' by Mark Knopfler has only 5 'sampler' tracks on Spotify. Consequently I am unable to stream 'my' favourite tracks 'Lights of Taormina' and 'River Towns'.
