A bunch of songs that I had on my playlist were recently removed. Spotify says it's a licensing thing with the band. So I talked to the band and they said it's not something on their end. Specifically, "unfortunately it's not our decision". So which is it? Why can't the songs be re-added?

It can be also a decision of the label, if the band has one.
Please, can you give a bit more details like : the country you are in, the name of the band, the title of albums where the songs removed are from.
With more details, I can make some searches to see if it's totally removed from Spotify or partially removed only in some countries.
It's not like it was one or two songs or one or two albums that are gone. It's quite a bit of the music. And at this point, why bother paying $10 or even use this product when this much music just gets removed.

It seems that the problem comes in US from a label named "Another Victory" or "Victory Records" based in Chicago. It's possible there is a licensing problem with them, only for your country.
Spotify wants all the music in the world available to stream. Unfortunately, sometimes, due to licensing problems or by decision of the artist or label or rightholders, some albums are not available at all or partially available in some countries.
Spotify works hard daily to try to convince artists/labels to have their music available to stream.
The best that users can do to help is to contact the label and ask why the albums are not available on Spotify.

I tried with you search engine for aviability but didn't find anything
Spotify and Victory Records are working to solve the problem. As soon as it's done, the albums will surely be quickly back.
The songs/albums will still be shown in your playlists so you can keep track of them. Make sure to go in settings and check for the setting that shows unavailable songs.
