I am currently paying $13.99 a month I received an offer to upgrad to the duo with my partner. 
When I selected yes I would, it’s asking me questions like I’m not a member.  If I sign up will I lose my playlists.

Thanks for coming to the Spotify Community. I'll be here to help you out. Can you try switching to a Premium for Duo subscription using this link? When you click on 'Get started', are you getting a login screen? Make sure to log in with the right account to keep your music. I'd also recommend you try this process using incognito mode to see if that does the trick.
