Why is Rise Against no longer Available?

Can you confirm if their artist profile is there and the discography is grayed out or not? You can also confirm by checking it with another account and device to be sure.

If it is not available, or it is grayed out, this means that the content is not available in your region. This can happen due to licensing reasons. Sometimes the copyright owners like the labels (for example) restrict the content availability in certain regions. There is not much Spotify can do in this case.
