Just to check, did you notice if the layout changed at any specific points? For example, after an update to the Spotify app or to the device's OS?
Also, does clearing stored cache from the app make any difference? Once it's done, make sure to log out from the app and back in again, as this will resync your account info. Another option is to try a clean reinstall. This will clear cache too, as well as ensure that you're running the latest app version.
Feel free to include the make, model & OS version of your device in your reply as well - this will help us look into this further.

I tried clearing cache and clean reinstall, but it didn't work.
I think I got this problem only on this new computer, but I'm not sure about it.
My computer: Mechrevo Yilong 15 Pro (it's a Chinese brand)
Resolution: 2560 x 1600 (it's an uncommon one, but I tired 1920x1080 and it still got the same bug)
Window version: Windows 11, version 24H2
Appreciate the cooperation @LeoRuoshui.
In some other threads where users reported issues with the scaling/resolution of Spotify, what helped in some of the situations was disabling hardware acceleration. Could you test and let us know if you notice a difference?
On Windows you can download Spotify both from our website and the MS store so it's also worth deleting the current version you're using and testing with the other one just in case as they can have different behavior.
You mentioned that you tried zooming, but could you confirm if there wasn't any difference both with zooming in/out (holding the CTRL button on your keyboard and scrolling up/down with the mouse)?
Lastly, could you also test with a song which is not on the bottom of your screen (as shown on the screenshot) to see if the window to add to playlist would be different?

Zooming in and out, disabling hardware acceleration didn't work for me.
I deleted it and download it from another sorce (from spotify website and MS store), and it's still the same.
the position of the songs seems unrelated, sometimes the roll is a little bit longer and sometimes it's unreadable, like the pic shows.
When hit the add botton at first several times when open the app, the whole list would "blink" for a millisecond, then it shows the short list.(if that could help)

Since you mentioned that the whole list would "blink" for a millisecond, could you take a look at the steps suggested by @Yordan here and let us know if things work any differently with them from your end?
To test if this could be an account-related issue you could ask a relative or a friend to log in to their account on your computer.
If this behavior doesn't persist in the Web Player, but only in the app, it would also be very helpful if you could try on another computer (if this is possible).

Yeah I've seen that post, I don't think it's related to my issue.
And I kinda got the logic of the bug, it's related to how many playlist I have add the song into.
When I add the song to all my playlist, it will be unreadable, and when I only add it to one or two list, it will be longer.
I think it's because the length only related to the "most relevant" part of the drop-down list, and "saved in" part of the list didn't count for the length for some reason. And the web player didn't have those two categories so that shows normal length of list. (the picture shows that the list is exact same length as "most relevent" part of the list)
To test my thought, I added few empty play list and everything looks normal this time.
If there is a way to close the category as "most relevant" and "saved in" in the add to playlist list, I would glad to know.
If there's no solution for this weird bug, I would be satisfied by adding three empty lists as solution😂.
