I'll suggest you to verify that your card is registered in the same country as your Spotify account and that has sufficient funds.

 

Also, confirm that it is enabled for foreign, secure online, and recurring purchases. Ensure your bank or payment provider has your correct details. They may need to verify your identity for security.

 

If the problem persists, try entering your payment details again in a private/incognito window, or try a different payment method.

 

You can check or update your payment info on your account page, under Your plan.
